Adding photos to the group album

Click on
Media
All Albums
Site Albums
Group Album
On the right hand side under
Album Actions click on
Add Single Item
Type in your item name
Where it says drag a file here to queue for upload or click to select one do so (I click to select one)
Put a description if you want.
Then click on Save Single Item

I have fixed the uploading problem, I had not set the upload quota for different member types.
